There is a global need to strengthen the rehabilitation workforce, and having a regulated profession is often identified as a challenge. This challenge coincides with growing recognition that any rehabilitation professional should meet certain qualifications and adhere to certain standards that characterise safe quality rehabilitation services.

The aim of the tool is to support the development of documents that set rehabilitation standards and support safe and quality practices for the public. In addition the tool can be used to support the development of a workforce that aligns with international professional expectations.

Who is the Professionalization and Regulation Reflection Tool for?

The tool is targeted to any stakeholder that may be involved in the development of new standards or the review of existing standards for rehabilitation professions. Stakeholders may include, but are not limited to, ministries, professional associations, regulatory agencies and development partners involved in professionalizing or regulating the rehabilitation professions. The tool is designed to be suitable for any context and a variety of local demands, and can be used interprofessionally for a shared vision. 

How is the Professionalization and Regulation Reflection Tool structured?

The Professionalization and Regulation Reflection Tool consists of a workbook with worksheets to guide users in the process of reviewing and developing specific standards including the following common components of regulated professions:

  • Association: Reflect on the formation and governance of professional associations.
  • Ethics: Reflect on the foundational principles that guide ethical behaviour and decision-making.
  • Scope: Reflect on the breadth and limitations of the profession’s scope, including defining the profession and safeguarding its title.
  • Standards: Reflect on the established standards that guarantee safe and competent service delivery by rehabilitation professionals.
  • Education: Reflect on the guiding statements and strategic plans for education, aimed at fostering a sufficient number of skilled professionals.
  • Continuous Professional Development: Reflect on the strategies implemented to ensure that qualified professionals consistently maintain safe and competent practices.
  • Registration and Licensure: Reflect on the mechanisms in place to verify the qualifications of rehabilitation professionals for practice.

Whilst working through the workbook and worksheets the tool uses a reflective Plan-Do-Assess-Adjust model that focuses on the process of reflecting. The planning, doing, assessing and adjusting process is continuous and will take time to achieve the desired outcomes.
